Elevators and Spiral Staircase (Do they work?)

I've bee considering getting City Living expansion pack for the elevators. However, after doing searches I've seen alot of people complaining they don't work well? If anyone could clarify it, I would ...

To my knowledge you can'T build with the elevators, they're just for city living lots. Maybe there's a workaround of some sort, but they're not meant for building our own stuff.
