San Myshuno's food stalls. If they eat it and don't die, they learn the recipe. Then have a Sim with poor cooking skill and a cheap stove + fridge make the dish. Make sure there is nothing else but that dish available. Tada! It might work this way, or not. You do know that you can control your Sims, right? Disabling autonomy?
