If you don’t mind using mods then there are two options I am aware of:
LittleMsSam’s Choose your roommate mod. You have to follow a number of steps in order to get your desired roommates.
Paulsons NPCC mod. Unfortunately you can’t choose your own roommates but if you fill your save with your own or gallery created “not in world” sims then the mod will prioritise them to be roommates over generating new Sims to be roommates.
Also you should be aware that NPC uni students are bugged at the moment and are unable to enroll into uni should you make them playable.
