The only thing I regret buying are some Store items for Sims 3 that turned out to be ugly/unusable. As for packages: they all add to the whole experience so no, I don't regret buying them (3 nor 4; even the Katy Perry thing has items I wouldn't want to miss). I remember feeling a bit bummed out about Generations at one point. Then one day I had to uninstall the EP temporarily because of some bug. Then I realized what my game had lost by doing that, things I didn't want to miss for the world. So yeah, I think they all contribute something, even when people will always favour one package over the other.
