Error when trying to play

I opened my game today, first time in over 2 weeks, and I know it is updated. I get an error message from my Avast antivirus saying that "TS4_x64.exe is trying to change or delete the file GameVersion.txt in your protected Documents folder" and it is asking me if I want to block or allow it. I'm not sure what to do. This message is popping up everytime I launch the game. I also cannot enable my mods, I enable them, restart, and then am greeted with the message my mods are disabled.
