I have pretty much similar setup than @simgirl1010 has, just with lots of mods in.
I had zero lag before ECO, but after it I have had pretty often "lag spikes" like @logion mentioned, but in both when getting in and exiting build mode. My fps is usually over 60 , but then it can drop even below 20 or 10. Like @MaggieMarley said, it goes back up right away after bringing up game options panel.
