I have Windows 7 Ultimate and I play Sims 1 on it. The compatibility mode on it is Windows XP (Service Pack 3) and has to be run as Administrator. Windows set that up automatically for me.
The only thing I have to do is delete the Windows Update file KB3086255, otherwise it won't open. I can then open and play the game all day. Windows reinstalls this update every night (at 3 am) after I delete it. Most people just hide that update so it won't install but I prefer to let it install and just delete it when I want to play as I don't play it all the time.
I've never had just a black screen come up though. If I forget to delete that Windows Update file, it just simply tries to open but will stop and close to desktop and never start. It sounds like you may have a different problem; not sure what that can be.
Are you sure you installed the discs in the exact order they came out? Sims 1 is very particular about that. I do remember it was difficult to install as it kept requiring inserting previous discs over and over again as it installed. I really didn't remember having to do that when it first came out but that's what I had to do when installing on Windows 7.
