Good point. There should be 11+13 lots...my mind keeps going to GP not EP with winter/honeymoon packs, but it could be a decent sized world. Exciting.
We need worlds with 20+ lots, imo. 11-13 doesn't give you a lot to work with, especially if you want to make it a self-sustaining neighborhood.
