I play with aging off, no deaths from neighbourhood stories. But, if you have Discover University, you can befriend the premade ghost that came with that pack, Felix Psyded. If you can't find him anywhere, add the Spooky lot challenge trait to your property. I had to wait some days, but in the meantime I worked on some of the other goals of that scenario. Felix showed up eventually, being the only ghost in my save, as far as I know.
