Fame Perks; point cost question

Quick question about the cost of Fame Perks:

I know you can get total of 10 Fame Points and for the first two tiers the perks each cost 1 point.

Do all perks cost one point or do they cost more depending on the tier/ fame level?
I have my second rising star point and trying to decide if I want to spend it or save it.
