Not that I know of. Best thing would be to play (or cheat) to make her famous (or infamous).

I think the game randomly selects sims to be fans, whether they are played sims or not. I find it a bit annoying seeing some of my played sims fainting over a celebrity at the nightclub; it's so annoying.
I love Get Famous, but I hate how intrusive celebrities are. They steal all the attention.

I hope someone can make a mod to manage the fans
or SimGuru to explain behind the coding, how the game generates the fan NPC if it is not totally random

I only find that NPCC mod can manage the fans, but only disabling them to be children
I hope we can choose only our selected Sims to be fans
