It's something I want. but not something I expect to be added in ts4. It's something that really needs to be added from the beginning, so all the layers are designed to work together from the start.
As has been mentioned, it is a complicated thing to add in at this late point. It would be a monumental task, and require the effort of an entire team of people to achieve. So the question is: are layerable clothes more important to you than a new EP?
You have to take into account the time, effort, and resources it would take to achieve. It wouldn't be a quick fix that could be patched in next month. It would takes months of work, time and effort taken from some other new aspect of the game that wouldn't be developed.
