@Simlady2000 I do not use mods. Do not know why it works differently for some than others. The Sims Wiki does say this about him though - During a holiday with the Father Winter tradition he appears at a fireplace or simply comes through the front door if no fireplace is present (https://sims.fandom.com/wiki/Santa_Claus).
