"Fill Needs (World)" Cheat Change?

Question

Hey! I used to use the "Fill Needs (World)" cheat a lot from the mailbox with testingcheats on, in order to keep motives high in the game but it's not working for me lately. It still works for household. Was there a change recently in the past few days or something?
