I noticed it was unlocked when I turned it on during Winterfest for one of my Sims before he could afford a real fireplace. What's really nice about it is that Sims who watch the channel get a 'warm' moodlet. Could come in handy if your Sims get caught turning blue inside from not having a thermostat in cold weather and haven't changed into cold weather wear yet. I don't know if it would be faster warming them up that way, but it's a nice little detail. :)
