Way back in the prior century, a boy could get into cub scouts at 8, regular boy scouts at 11 (~10.5 if worked way through cubs). Girls had brownies and regular girl scouts, probably same ages. If memory serves, you could stay in until around age 18 or so. Adults got involved by being leaders I have no idea how it works now, but it's presumably similar.
