Fizzy Plasma *ANSWERED*

At what level can a sim create fizzy plasma? Mine is level 3 and still not able.

EDIT: Reading through a few mods it ended up being a bug in SCCO.... debating if my sim really wants to make plasma fizzy now :lol:
