You can find them, but you'll need to use the bb.showhiddenobjects cheat for them to show up in buy mode. Also be aware that they will go bad over time.
Awesome and yeah I like that they go bad. I like the whole buying fresh flowers feeling and having to replace them after a certain amount of time. - LaBlue0314Rising ScoutMe too. :)

Is there anywhere you can buy them without being a florist? I checked under purchase gifts and I did not see any.

You can purchase them from the pc if you don't want to download the store I linked. Their under purchase gifts.
I checked purchase gifts on the PC and it was not there :(
Anyways so if I download the store I can buy the flowers even if no one owns the store, right? I have get to work but I have not done anything with retail really. When I tested retail, it lacked the same feeling I got from Open for Business in Sims 2 so I got rid of all the stores. - janysesNew Observer

You can only buy single flowers from purchase gifts, not bouquets. (Don't know why not, as bouquets make more sense as a gift.) But yes, you can buy the flowers as long as you set them for sale. You have to own the store first, set the flowers for sale, then sell the store. NPCs will run it so you can shop there. Unfortunately, the one that Cat linked to doesn't actually have any bouquets for sale; you'd have to add your own. But I'm sure there are flower shops on the gallery that you could use. - keekee53Seasoned Newcomer

You can buy items from an NOV retail store as long as the items in the retail were set up to be up for sale. That said you may want to have a random household own it as once you buy an item from a retail it doesn't get restocked (well from my experience it never does) so you need the owner to go and restock the items or have the employees restock them for you when the store is opened (player controlled).
It restocks in my game. Sounds like a bug. Might need to let SimGuruArvin or Nick know about it. - janysesNew Observer

Mine, too. I've never had a problem with NPC stores being restocked. They might not restock immediately, though. - LaBlue0314Rising ScoutYou can find them, but you'll need to use the bb.showhiddenobjects cheat for them to show up in buy mode. Also be aware that they will go bad over time.
- My goodness, they all are so ugly, the design alone has deterred me away from the floral arranger dream. I was hoping for Glass vases, and bushy, flowery arrangements, not these. It's 'Cool Kitchen's" ice cream cone all over again.
