They will only automatically spawn on community spaces. In my experience, Sims will buy from the vendors. So far as I’ve seen, all the functionality it there on any of the sublot types but you won’t be able to vote to change it since neighbours are the only ones who can vote.

More or less what peragogo said. They only function normally when the game generates them on areas that are not buildable lots. If you place one on a lot yourself, you have to hire someone to operate it.

I think those are the only choices. An area you can't build on* OR a buildable lot and you have to hire someone.

Let me add this. You can place bar stools on the side of the stall that comes with Eco Lifestyle. It's kind of cool but I am playing in Willow Creek right now. I have problem. The vendor shows up but the stall is missing. The vendor just stands there. It's been a full year of seasons. I decided to put on cheats and delete him and restarted the game. He came back but still no stall. I am doing the 100 baby challenge so I have no mods in my game. I have aging on. That Sim is going to die of old age. Imagine spending your life standing in a garden doing nothing. I repaired the game game, cleaned files and nothing worked.

Anyway, to the op. If you want to use the Tool Mod you can place your stalls outside of the lot and vendors should show up without hiring them. There is a lot of space around that park you could use to place them off the lot. They do all sorts of cool stuff with that Tool Mod by TwistedMexi.

@aaronrulz I agree - I would like to see stalls work without a fee when placed on park or beach lots.

@Bluebeard45 - I'll go with food trucks - great idea.

Foodtrucks are larger and take up more space. I'm fine with the stalls personally. It would be different if a sim could run and operate their own food truck, otherwise, I fail to see the difference besides aesthetics and space.

@aaronrulz - Good point - I would be happy with a stall or truck (small) that could be placed in parks - beaches - places for my Sims to go to have something to do. I could also see them at a museum - library - all those places Sims go but eventually need food.
