To be fair, there are still glitches with For Rent, but to narrow it down:
Are you playing as the tenant when you do this? Or as the landlord? Or are you going into build mode through Manage Worlds?

EDIT - someone on AHQ had the same issue as you, and here is the fix: post #16 in this thread by TamiaSkyy
