In short: no.
The game breaking bugs related to residential rentals have not been fixed. You can play in Tomarang though, which I think was buggy shortly after release as well. Just play in a regular residential house and it'll be fine. That is, as long as you don't add the maintenance troubles lot challenge - that's apparently bugged too.
