I dont think you will miss out, since cats are part of an EP the adoption was an optional task (cause only people with that EP can do it), and the event is made for everyone to be able to get everything, even if you only have basegame.
Optional tasks only give you a bit of an advantage but they are not needed.
Oh, I thought I would miss out because the last event I didn't have enough points for the last few items and I had completed everything except the optional ones. I had the packs for them but I didn't bother as I thought it wouldn't matter and then got to the end and found it did matter...

elliebreton (and AgnesValravn ) I had a similar experience and read in the forum that many other players did too--thinking the optional tasks didn't matter. In the past, they did, so I wasn't taking any chances with this one,
However, the family I'd been using for this event had JUST had their cats breed and birth a kitten, so I didn't want them to get another cat. 😒 I took a chance and let another household adopt one instead. He already had one cat but still completed the "optional" cat tasks for me. Then I went back to the original family with the child to finish this week's quests. That worked fine.
The little kitten born in game being loved by her mamma--just a day before the Event "adopt a cat" quest popped up!
The kitten I adopted using a different household. Just arrived! She's a Burmese I named Nikki Burma.
The family now: Nikki, Joe, and Si Ames (male Siamese). This is a small house, so I had to fit in another pet bed and food bowl.
