Free Build Cheat Question

I did the freebuild cheat in my game because I want to edit a commercial lot while I'm on it (I want to do poses). I got the confirmation message that the cheat was enabled. But it's not. I tried typing in the cheat while on the commercial lot and I tried doing it before entering the lot, and I couldn't get it to work either time even though the game said it was enabled. (Testing cheats was enabled.)

Am I doing something wrong? Is this cheat still working for other people? Is there a mod I can use to get around this? Please help.
