It didn't look like it. From what I saw in the livestream, sims only needed the skill associated with the career (writing, painting, or programming).
From what I've seen of the acting career, it seems to be based on skill level. Gigs for a higher skill level shouldn't come available until you are closer to that level.
For example, when my Sim was at probably around 3 handiness, level 7 and 9 gigs weren't available to her. I think it opens up the next possible level in said skill, giving you something to work on until the gig. After you reach that level, it opens up more gigs at the next level to achieve.
I haven't played much with the acting career, but this seems to be the pattern. I'm not even sure if this is what stilljustme2 was referring to, but this is what I think of when I think of the gigs being based on skill level.
