It's Sony that doesn't allow modding for some games for some reason. I know of 2 really popular video games on the PS4 that you can't mod. Sims 4 of course and the other is Conan Exiles. You can't mod that one either on the PS4. But you can mod Fallout4. Funny, isn't it?
