Freezing to death - wearing outerwear indoor...

So, lately I had a problem with sims being blue and the warning they are freezing to death as I enter a lot. This is soooo wrong, as it is Spring, temperature is not Freezing but Cool, the sim in ques...

I play rotationally and I've had no problems other than when the thermostat is still set on cooler and sims are freezing because of that. Still should be fine in their cold wear!
