it does seem like the cats and dogs dig spots are trumping frogs and even metal/fossil/crystal spawns in many locations. those dig spots don't show up in granite falls, though, so you could collect some frogs there (i just doubt it'll be the whole collection). also, don't forget that your sims can hunt for frogs in the big ponds in the big parks in willow creek and oasis springs
also, when you do get a few frogs of different types, remember that you can breed them together to potentially get new results. like breeding a spotted dirt frog with a striped leaf frog could give you a spotted leaf, spotted dirt, striped leaf or striped dirt for each breeding attempt. (also, 'plain' counts as a prefix for this. so leaf frog + striped dirt could give leaf, dirt, striped leaf or striped dirt. these can really help expand your collection once you have at least one of each 'color' (leaf, dirt, eggplant, heart, or sunflower) and one of each 'type' (plain, striped, spotted, surfer, whirly). with at least one of each of those, you will eventually wind up with the full 25 via breeding, though it's slow going
