I had this happen in my main neighborhood all the collection spots switched over to the dig patches. Have a sim (not a child sim they can't for some reason) dig up the dig patches and they should hopefully reset to being normal collection spots with the frog spots appearing where they should be located again. You can also catch frogs in the ponds at the parks (if you haven't replaced your parks with new parks at least) as well as in the Forgotten Grotto) I believe there's not a cool down period for the ponds though sometimes sims won't catch anything.
Tysm for the suggestion. I also feel as if the cats and dogs items are overpowering it. Hopefully the team might correct this issue.
