Pretty much this. I'm not saying it wouldn't be neat, however the way the engine works, it'd need a rewrite to allow for "partial lot loading" which is what you describe as being able to see them on their yard interacting with their objects. Currently only one lot and the surrounding area is loaded at a time, so a more realistic thing would be for those things (except clothesline) to be added to the surrounding areas.
