Yes, most likely. You got a pop up right? That’s a self discovery. Children can 100% get them. It’s normal.
Sorry, I don't think it's normal. Here's a picture from the in-game Lessons panel (which is written by the developers):
As it specifies, only young adults, adults, and elders should have those self-discovery moments. That's like at least two stages after child stage. In addition, trying to add a trait to a child with a cheat didn't work, leaving them still with one trait. Trying the same cheat on an elder did work, giving them their fourth trait. Replacing child's trait with cheats did work. The trait in question was Geek.

Animals change change personality due to worldly experience so it makes total sense. It’s not a bug.
While in real life I wouldn't disagree, looking into the tuning files, there are no self-discovery moments for pets in game. The main reason might be that they aren't controllable. So these supposed animal self-discovery moments should add sim-traits to pets, not pet-traits.
So for now, I say both of them are a bug. If you get one for children or teens, refuse it as otherwise you'll waste a self-discovery moment. If you get one for a pet, refuse it as I don't know what effect it may have.
