They are not allowed to use cheats at all.

MOO is really the worst for anyone downloading a build. If you can't adjust an item by just holding down ALT and drag, you don't need it. MOO is really the bane of builds.
I like moo, especially since the lack of goodlooking wardrobes ingame. It's a design reason. I hate it, when a big wardrobe needs two tiles, but you only see one tile filled. What a waste of precious space. But to be fair I never upload my heavy moo builds. Walk-in closets and the low cabinets aren't common where I live.
