You can take children and toddlers with you to Batuu. Unfortunately, there's not much reason to. I didn't have a lot of families in my tray that had toddlers, but I did have one that had a teen, a child, and a toddler, so I put them into the game and had the teen take the child and toddler to Batuu.
I didn't think to check if children can use the Star Wars aspirations, but I suspect they can't. Toddlers don't have aspirations, so that's right out. And the missions are Batuu-specific jobs, so only teens and up can get missions.
There's no playgrounds or anything like that, so toddlers and children can pretty much just do social interactions or dance, at least without modifying the lots.
But you can modify the lots. The bar in Oga's Cantina has a bit of space behind it that's just storing "junk" decorations. I moved that junk around and put in a basement with stairs behind the bar leading down to it. I didn't fully build out the basement, but to make sure my sims could get there I put an item for them to interact with ... the children's violin.
The entire build/buy catalog is available in Batuu. So you can't really have a Star Wars experience for children and toddlers, but if you modify the lots you can add some activities for them. Or you can make a series of rooms and beds under the cantina for sims to stay in rather than using the rabbit holes.
The lot in the Resistance hideout is a camp in the forest, so it might also be a good place to put some monkey bars and swings and other outdoor things for the kids to do.
Honestly, I think the biggest flaw of the pack is that they didn't stop to think what it might be cool for kids to do in Star Wars. But that's been a running issue with TS4 in general, that all of the gameplay is centered around young adults and not much thought is given to what might be interesting for other age groups.
