So I went in again and tried it. The first time I had put the CAS cheat in before going to the base camp to choose my outfit and found it limited. But you actually can access full edit mode in CAS, entering CAS by clicking on the Sim, for the purpose of adding or removing traits, for example, but you can't change the clothing restrictions because once back in the game, your Sim is restricted once again to the Batuu outfits.
However, I noticed that when you go to base camp to choose your Star Wars outfit by choosing "plan Batuu outfit", you can access accessories, skin details, face makeup, etc. Clothing remains limited, but you can also choose multiple Batuu outfits by opening the tabs. I did not see Alien heads available for my own Sim, but I believe they can be unlocked through certain missions, so once unlocked, I assume they become wearable. I don't know if the Batuu unlock cheat for CAS (cas.unlockbytag GP09) changes this, I haven't tried.
So even though your Sim is stripped of their accessories upon arrival of Batuu, when you plan your outfit, you should be able to add them back. I just did this with my Spellcaster and put her "full face" makeup back on.
I have full CAS available when my sim is at Batuu and chooses to plan her Batuu outfit. The More Cas Columns mod unlocks everything.
I don't have any mods and my sim is able to access all her regular clothing from the wardrobe, or by changing her clothes after sleeping or bathing. I added the wardrobe, bed and bathtub to the Oga Cantina lot. I have no idea how she ended up on the table, she can walk on it, but she cannot get down from it.
