If your sims are in the gardening career you have the option to send them to a rabbithole job. Can they get promoted automatically that way?

Yes, they do. So long as you complete the work tasks and have the required skill sets, you will still get promoted by sending them to work rather than work at home. I did it both ways, working at home and sending them to work.
