This seems to be happening in my game whenever the eco footprint changes. For the time being, until the bug fixing team releases a real fix, I have been using Scarlet's AllYearPlants mod that lets you restore the plants back to their mature state then set them to be in season all year. Very handy when one has a Sim currently managing over twenty plants in her garden. The first two times this happened, I thought it was my fault for not watering often enough. I put in a bunch of sprinklers, upgraded all of them then within four Sim days my plants reverted back to the just planted state again. If you don't want to use a mod, just enable testing cheats then shift/click on your plants and there are options for your plants in debug.
I don't have EL. This lovely bug came with the patch for it, or so it seems. Gr.
