They don't die, they just...go into hibernation, I guess?

I think it's because they require a cold climate to grow, and the spring/summer heat is too much for them.

Scroll down a bit, it's mod S-39 'plantsgodormantinwinteronly' - Plants will go dormant in winter only so Sims can harvest from spring to autumn - not exactly what you want but it may help?

To my knowledge there is no such mod because in reality plants have a growing season (like when I did gardening I would plant certain types of gourds in the early fall because that was their growing season), and very few grow year round without the aid of a greenhouse or something similar.
