Generic Lots are Still Ghost Towns

Ever since the update my generic lots in SM are flooded with people, that never used to happen. But, it seems to depend on lot location. I have the generic lot in SM like I said and lots of townies spawn there, but I also have one in Windenburg on the little island, and that one is super quiet, I put the private dwelling trait on it & no random townie spawning happens there. I use that one as a beach vacation home for my main family. The one in SM was supposed to be the weekday home of the family patriarch Henry to use in his political career when he has business in the city so he doesn't have to constantly commute from Willow Creek. Since it's always busy and it seems like the same townies spawn there I treat them as his roommates. I even put the private dwelling trait on it, it cut traffic down some but didn't eliminate it.
