You'll have to make your community lots as something other than generic. I'm not sure why but I guess they gave us 'generic' lots for us to use for our Sims, or for testing, but not for townies. So you'll have to make it a bar, park, or some other kind of lot to get townies there. I think 'National Park' only requires a grill, trash can, and some other thing? Pick the lot the closest fits, and if any of the required items don't fit your lot, just stick them down in a basement area that's closed off.
