We'll have to wait and see, but I assumed the movie sets/shooting locations would be a closed neighborhood like the detective, doctor and scientist neighborhoods from the other active careers. Since you can only have so many sims on a lot at a time, and it needs to be the sims working on the movie/commercial, it would keep random townies from walking through the shot or getting in the way.
