Get Famous: a Stan?
ok I know you can get this Quirk from signing autographs but is there anyway to control which sim is chosen to become your Stan or is it purely random?

As far as I've seen no.
As it's more of a role assigned to sims as there's no hidden stan trait, skills or anything else that can influence a sim to become a stand though I believe the stand has a hidden moodlet as well as a hidden relationship with the celeb. You'll most likely have to mod it in game, which I THINK NPC Control does since it can assign different roles to sims.
