Get Famous: Happy/Unhappy w/Number of Lots?

I think even if you don't use all the worlds in your game you still need each world to have a standard amount because you build up a world for a save. Like I have a save where I only use willow creek and forgotten hollow. None of the other worlds exist. This is a concept save and so the population is tightly controlled by me and those are the only two worlds I live in/build in, but I was planning to add the new world to this save specifically because I'm playing a version of "cyberpunk" in this save. So a dirty sleazy hollywood would have gone along perfectly for it and now with 11 lots I can't really just transfer willow creek residents to this world at all. Just not enough lots so I will have to use both. Which defeats the purpose because my plan was to phase out the use of willow creek.
