To me, it's not about total lots across all worlds. I want to be able to put all the venues I imagine a specific world to have within that world. If I want to create a cute harbour-type restaurant in Brindleton Bay but there isn't enough space, the problem isn't solved if I just place it in Oasis Springs. It's about what atmosphere and what activities you want in a specific world, and a good number of lots allows this freedom.
In Del Sol, I'd love to make the community lot neighbourhood a nightlife hotspot. However, since the world is also very residential (Mirage Park), it makes it necessary to include something like a library and a gym. Buuuut yeah. Clearly not. It forces me to choose one or the other, while I could easily have had both if there were even just 2 more lots.
