Get Famous: Happy/Unhappy w/Number of Lots?

No I'm not happy. A huge world based on Hollywood and there are only 6 places to live? 3 of which you need to be rich to get to which will take forever if you don't use cheats. It's ridiculous. I use money cheats so I'm good if I get this pack, but for someone who wants to play through the game and build up from the bottom, it's a ridiculously low selection.
