I'm good with it personally. I play multiple saves and try to keep my population below the lowest limit usually. In rotational saves I'll go to the mid limit. Either way I usually have many empty spaces per neighborhood. I do understand why some would be upset though.. especially if they are bursting at the seams or don't buy all the EP's or even those that are builders and want to fill everything up for those reasons.
I know they had to make the active acting lot so assumed there would be less neighborhoods for awhile now. I did think there would be more lots than 11 though. After looking at the surroundings.. and how immersive they seem to be for me it's a good trade off. I want my game to keep running smoothly.
