No no no no no no. I'd love to meet the person that said "11 lots is enough right?" and the person who said "yeah 11 is more than enough." I can understand not so many high end lots up in the hills, but sheesh you couldve thrown in at least 3 more lots in Mirage Park. Not only do I have sims that want to start their celebrity careers, also for the purposes of story I have sims that arent exactly career successful. Only 3 lots available there is hindering.
