It sounds like the decision to make all worlds accessible in a single save game, rather than a save set in a dedicated world as in TS3, has effectively kneecapped future world size. That seems to demonstrate poor forward planning at the time of the game's original design.
I would be a little less annoyed if they had a CAW tool that I could use to build my own larger world. As it is, I will be stuck with their ever-shrinking worlds. All the background decor in the world means nothing when your world only fits 6 households.
What a major disappointment.
