He can only license a song once a week and is not really into social media stuff which probably makes things more difficult than they need to be.
I normally get my Sims to start painting & sell it. Regardless of what their chosen profession, this is how I increase their fame. Other than that, I will publish some books too. Since your Sims is a musician, why don't you get him to write a song & get it license? It will be better if he can play different type of instruments.
