I like both.
In CL there are no empty lots. For a big family you can (if they can afford it) build a penthouse. Also : you can only build penthouses, not apartments, you can modify the inside of the appartements but not their shape or the building.
I like the city though, and the festivals. I also like that it brought more diversity in my game.
Now Get together. It brings the club system, which allows you to have sims so activities together, you can get very creative with it.
Then Windenburg is beautiful and it has a lot of snow in the winter. It also has a night club, a public pool, pubs and coffee shops. There’s a lot of build mode content, but mostly It’s for more ancient European like buildings (like the ones in Windenburg).
So gameplay wise I’d say Get together adds more. But I really like the diversity City living adds.
