I play with ghosts more often than most would, but I can't agree with everything here, though I can say ghosts shouldn't need some Needs like Energy or Hunger unless starved ghosts, but I do agree that ghosts need a lot more to them than just transparent Sims that change color, especially more ghost-related actions. The closest thing you'll get in Sims4 in making ghosts scary is the Tense moodlet Sims get when they see ghostly actions.
