I could be wrong, but I thought you could give anything in your sim's inventory as a gift? I agree it would be nice to have more options though like boxes of chocolates and wedding gifts. Perhaps this could be part of a Romance GP? You can use flowers to make bouquets with the flower arranging table and put them in a vase if you like.
